Port Huron Area School District
The state of Michigan requires that all English Language Learners take the ELPA, which is an English Language Proficiency Assessment. The assessment tests four domains: reading, writing, listening, and speaking in English. This assessment is given every spring. The Port Huron Area School District uses this criteria to help determine if a student qualifies for services from our Bilingual Program.
